Oct 16, 2015 · The message appears to be received by hotmail but fails spam diagnostics with the event Spam and Action Use high risk delivery pool then a Fail in event and in the detail it say unfortunately messages from 104.47.126.249 weren't sent and that part of their network is on our block list. That IP address is a Microsoft one.
