When you departed you received your IFR clearance from Newark Clearance Delivery. However this clearance does not allow you to enter Oceanic Airspace. A separate oceanic clearance must be obtained from the Gander OCC. You must have this clearance no later than 30 minutes before your planned ETA at the entry fix of the track.

Aug 19, 2019 · Currently the only 2 feeds that Monitor Gander frequencies are located at CYYT and CYYR, however both are not in range of a Gander Oceanic Clearance Delivery transmitter. There used to be a LiveATC feed in CYQY (Sydney, NS) that was monitoring the Delivery frequency (119.425) but it has been long gone now.
