If a buyer refuses the package they lose their buyer protection. The item will be returned to you and ebay WILL NOT require you to refund the buyer. They COULD file a "item not received" but tracking will show it WAS delivered BUT they refused it. It lets you off the hook completely.

I suggest that you contact Ebay as I think they will confirm that if a buyer refuses a delivery [you say you have their message] they lose all buyer protection.
