Apr 03, 2018 · There’s no reason whatsoever that a driver delivering a package to my home couldn’t pull into my driveway rather than block the road. But, they WONT. And they won’t, quite simply, because local laws allow them to simply park in the road, which saves them a few seconds per stop.

Sep 17, 2007 · It is obstruction o the Highway and the only people who can completely block a road legally are the local authotity or police.If the local authority do this they send the police advanced notice and also inform other emergency services the police usually only do it in emegency .You need to inform the local highways dept and seek permission in advance to make it legal.

Third times its happened in the last month - large HGV delivery vehicle parked on my suburban street completely blocking access to the main road. Its for the pub on the main street. The other pub gets its deliveries via the main street, presumably since this one is further along it would mean they would have to carry the deliveries a very little bit further.
