Yes and no. In 14393.67, it was upped to 18, previously it was 14 in RS1 and 12 in TH2. There was no active hours in TH2 and I was able to set up to 18h on .5. Pretty sure active hours is a new thing in RS1. It was 10 hours during the insider preview.
