I've seen 28 week twins do great with zero special needs and even less gestation with some minor special needs. 34 weeks rarely suffer long term problems (no more than other babies). My twins had the shot and still needed NICU time. I was 1 day shy of 34 weeks. Lucas' breathing was amazing but he had feeding and temperature issues. I don't think they would go straight home at 34 weeks but things would be better off.
