The 'delivery complete' indicator specifies whether a purchase order item is considered closed. This means that no more goods receipts are expected for this item. If the delivery complete indicator is set, the open purchase order quantity becomes zero, even if the full quantity has not been delivered.

It is what the name says, you request to get a complete delivery from your vendor. In the past you could only request complete deliveries by indicating it in the long text, now you get a box for the same. You can test setting the under delivery for 0 (with a warning message) and see if the system will only mark delivery complete only for over delivery.
