Robert Moses "beach" is a state park, and except where there's overnight camping NY state parks are generally open from about dawn to dusk. That's usually translated into fixed hours that vary through the year, and in June it's likely to mean 6 or 7AM until 9. At some point later in the summer closing will probably change to 8PM.
