Sep 22, 2011 · Hi Treebear, Based on my experience, this issue may occur if the non-working items have been opened before the delivery time you set. After you send the delay delivery option, please don’t open it in your Outbox folder. If you have opened it in Outbox, it won’t be delivered at the time you have set unless you click “Send” again.

When you enable the Do not deliver before option to defer the delivery of a message, the message is deferred to the local Outbox, not to the server. Therefore, the message will not be delivered from the local .ost file unless Outlook is running when the message is scheduled to be delivered.
