What do you mean "how long should you wait?" Wait until you do what? The seller isn't required to tell you when the item has been shipped. Some don't mark items as being shipped or upload tracking. You have to pay attention to the seller's stated handling time. Then you look at your Purchase History to see eBay's estimated delivery time window.

On one hand, you don't want to give a negative feedback (want to work with the seller), but on the other hand - once you wait for too long, there is no way to weed out a bad seller via negative feedback. I like the suggestion to wait for 2 weeks after intended delivery date, then open a INR case.
