As far as eBay and PayPal are concerned the item is being shown as delivered so they wont get involved. All you can do is what you are doing and pursue Hermes for a claim for your parcel, they surely must be able to trace the driver at that time and therefore sort this out.

If the parcel never shows up it's absolutely not the seller's fault. She has done nothing other than I asked, so I won't be going after her. I managed to get on a livechat with a Hermes representative today and their system apparently shows it as 'out for delivery' and that it will be with me in 2-3 days.

Shutl is "eBay's postage service" however, via Shutl, by clicking "print postage label" from the orders page, you can then print labels from Hermes, UPS etc amongst others, Shutl is a middle man, rather than a courier - Essentially, it is Hermes without the faff of having to sign into another site to enter details - also much easier to claim with Hermes via Shutl if you have any problems.
