May 07, 2013 · Mail is flowing normally except for a few distribution lists. When users send to a group (approx 18 people) only 8-13 of the people receive the message. The remaining recipient's mail gets stuck in the Local delivery queue.

I exported all of the user’s mail to a PST file, deleted the mailbox, recreated the mailbox, and imported the PST file back in. The mail remained stuck in the Local Delivery Queue.
