Nov 03, 2016 · 571 Delivery not authorized, message refused . When I asked them to send me a test message it's working fine, but when they try to resend their e-mail, it blocks this specific e-mail. We have several emails in queue on our Exchange 2007 server that have the message: 451 4.4.0 Primary target IP address responded with: "571 Delivery not authorized, message refused" I have checked and we are not on any blacklists, however we use Postini, so our MX records have four postini servers before our email server.

Oct 02, 2017 · I checked the non-delivery report (NDR). The SCL value is set to 1 which means Exchange Online Protection (EOP) marks the email as safe and didn't block it either. Meanwhile, I find you have created two SPF records for your domain. It is not the recommended to maintain multiple SPF records for a domain in Office 365.
