The person taking the order usually asks what sized note ( in your case $20) and they allow the change to come with the order.

Most pizza we ordered no delivery person ever asked if we wanted our change back and just took everything we gave them as tip. Uh...yea. The amount that is required for you to pay is in the charge. Any other money you give them would be additional tip which you should pay just to show good manners.
