Dominos, as far as I know, does not have a delivery charge. It charges the prices for what you order along with 14% VAT and 20% Service Tax on the gross total. If however there are hidden delivery charges in the VAT, it's a different case altogether.

The reason the delivery fee is there is because domino’s wants to raise the price of their pizza without actually doing that. It’s a marketing tactic. Instead of charging 15 dollars per pizza they will charge 12 and add a 3 dollar “delivery fee”. When looking at pizza prices try not to focus so much on that delivery fee.

And to the people who say it's the cost associated with delivery, from a pizza delivery driver, fuck you. Dominos is doing just to squeeze as much money out of the customer, to no benefit of the driver. Not only that but there's the $15 minimum plus the delivery charge.
