Hi, I think you can go to the customizing of "Delivery Item Categories", on the screen block "Warehouse control and packing" there is a checkbox named "Relevant for picking", this indicator can control whether system could determind the item's picking status and update it, or not!

If you cannot access the packing screen then check to see if the material is packing relevant. That is probably your problem and since this is defined at the item category and not the material the fact you can pack in a Inbound but not a outbound delivery leads me to believe packing control is not relevant for the item category you are using.
