Mar 19, 2020 · After we upgraded our 2003 Outlook/Exchange versions to Outlook 2007 and Exchange 2007, the Delay Delivery option will not function for any of our users. The delayed message does go to the user's Outbox as it should, but the message remains there after the scheduled delivery time and never gets sent even if you open the message and try to manually send it.

May 12, 2011 · Usually, the reason that the delayed delivery option not working may be: your Outlook account do not connect server. You can send some other emails to see if these emais delayed in the Outbox folder. If you are using a POP3 account, Outlook must remain open until the message is sent. Some third-party add-ins' may also conflicts with this, try to start Outlook in Safe Mode.

When you enable the Do not deliver before option to defer the delivery of a message, the message is deferred to the local Outbox, not to the server.
