As long as its been sent to the address that is registered for you at the DVLA the court will consider is served upon you I'm afraid. Anything where the sender wants to be sure that you receive it - usually a court summons/speeding ticket won't be sent by recorded delivery because the sender doesn't want to spend the extra money: if you don't get it, they'll just tell you it's tough luck.
