It actually scales the moment you leave Allestar Glade/enter Odarath West, not the moment you open the chest. If you set your level to 44 right after the reckoning mode tutorial, but before passing under the archway, the DLC will scale up to it's maximum stats.

Jan 31, 2014 · Yep. The chest contents are the level appropriate to your level. Though you will outgrow them eventually they are worth a flat amount of gold. The only possible imbalance is if you open it and sell them immediately for money. You will simply start with extra gold, a lot when you are low level but not much in the long run.
