Most schools will go with your major. If your degree has a concentration in Public Administration, then you probably will be more likely to find something in PA even though you might have 18 credits in HR, Finance, or whatever. It is not as simple as saying that you completed 18 credits for a school to consider you for a field.

What I've seen (Kansas, Missouri, Texas) is a Master's degree required (any subject) in addition to 18+ graduate credit hours in the subject you're hoping to teach. i.e. I could have a Master of Science in Counseling/SpEd + 18 grad hours from an MFA program and I'd be able to teach undergrad Art courses at a comm college (at some institutions I've looked at in the states I listed above.)
