This is correct. Steam does not count hours played in offline mode. Well it does count them but only for the purpose of refund requests. Feb 05, 2013 · Steam counts everything, anytime the game is running. The reason it does not coincide with game hours is because games usually only count ingame time. Frequently excluding menus, cut scenes, dialogue, etc. Also games almost always count it as one continuous playthough and exclude stuff that you played but did not load from.

For us steam gamers who doesn't have a permanent internet connection, the time played for a game does not update when we go in offline mode. I played Age of Empires II for about 5 hours in offline mode (new to strategy games, eh) and yet I wasn't even able to write a review for it because not even 5 minutes were registered on my play time.
