You apply to the same officers as everyone else boarding your flight. I suggest you budget up to an hour for processing. e.g. if your flight boards at 8:30am, then get to the airport at 7am or earlier. YVR has always made me wait a long time for processing (either for TN applications, or for secondary inspection)
