Surrey's library is 24 hours during exam time and other times its open a good 12 hours. You've also got various computer labs which are 24 hours so there's always somewhere to work (if you really want to be doing coursework at silly hour in the morning :P)

No. Universities are not open 24 hours. Usually around exam time libraries will open 24/7 as will the Studen Union but that’s about all. Sadly, universities are not open to the public or even their very own alumni. Some universities run Summer courses which the general public can apply for and pay necessary fees.

There is, however, a downside to having 24-hour facilities. The biggest question is where we would get the money to keep these facilities running, and who would staff them. Carnegie Mellon University recently opened one of their libraries as a 24-hour library. A majority of the money came from alumni donations.
