Dec 17, 2015 · Contact your local UPS delivery station and asked to speak with a supervisor. Detail the reasons for the complaint, tell them it's ongoing and unacceptable. Get their name and if the problem persists, call back and request to speak with the supervisor, remind them of your conversation and tell them that nothing has changed.

However, both UPS and the USPS consider the opening of a package to be acceptance of delivery, even if you never signed for it.
