If your Peak time is: 7am-1am and Off Peak time is: 1am – 7am, if you turn on your modem at e.g. 9am (ie during Peak times), don't turn off your modem and then do your downloads at e.g. 1.30am (during Off Peak times), that download is regarded by TPG and reported by their system as you having done that download during Peak times.
