If airlines are not paying delivery companies or drivers enough, frankly, that is a matter for them to work out on their own.

Thus you have delivery person that probably deals with packages to businesses more than luggage deliveries. They aren't expecting a tip. It is not customary for them to deliver a package to an office and expect a tip.
