Jul 03, 2012 · Understood. However, this public folder is NOT sending the messages so shouldn't be trying to generate an NDR. Messages are forwarded to this folder from a standard mailbox using a server side rule so that multiple people have access to the messages. What does message tracking show as far as the reason the message bounced?

Right-click on the public folder, Mail Flow Settings, Delivery Options, and then add your email address or someone who wants to monitor the NDRs in the Forward to address, and DO NOT forget to check the 'Deliver message to both forwarding address and mailbox' so that the regular emails are still being received on the mail-enabled public folder.

Mar 19, 2020 · I was looking in Exchange > Public Folders and the in the properties of on of my folders. Your message couldn't be delivered because the recipient is a public folder you don't have permission to send to. To fix this problem, contact the public folder owner or the email admin and ask them to add you to the allow list for the public folder.

As per Microsoft, NDRs can only be delivered to mailboxes, not to public folders. If a user sends a message on behalf of a public folder and that message generates a NDR, the NDR should be delivered to the public folder. However, as Exchange cannot deliver it to the public folder, the NDR is deleted and Exchange reports that to the event log.
