The EZ-3 peak hours are either 3:00-6:00PM or 4:00-7:00PM Monday thru Friday. That's only three hours a day, which is 1/8th of a day, and only part of the week. Even holidays that fall on a weekday are considered off-peak days. It's also hours that many people are at work, so it's a good plan for those that won't be home at that time.
