Oct 02, 2017 · I checked the non-delivery report (NDR). The SCL value is set to 1 which means Exchange Online Protection (EOP) marks the email as safe and didn't block it either. Meanwhile, I find you have created two SPF records for your domain. It is not the recommended to maintain multiple SPF records for a domain in Office 365.

If the recipient is external (outside of your organization): Contact the recipient (by phone, in person, etc.) and ask them to tell their email admin about your email delivery problem. Their email admin might need to reconfigure the recipient's mailbox so it accepts email from you.
