Nov 09, 2012 · It is not a Read Receipt, it is a Delivery Report. Which means, when you send an SMS to someone, you get a notification that the SMS was "Delivered". It does not have to do with a notification when you read a certain SMS or so.

SUMMARY. There is no option to enable SMS delivery report on iPhone and there is no app that can achieve this goal because it is not allowed by Apple. Note: Back in the days when jailbreak was quite common a solution used to exist but jailbreak is not recommended and may be hard to achieve on recent OS.

Regretfully, after checking around I don't believe this is a feature enabled on the iPhone currently. I am aware that delivery reports are in the beta for the next Software Upgrade to iOS 5 (this is publicly available information that a google search can turn up, and nothing more), however I understand that is only for iMessages (iPhone to iPhone messaging).
