Oct 16, 2014 · Same issue with Exchange server 2010 and we’re using EOP as smart host instead of MX records and queues were struck on Retry mode on Hub Transport server. Resolved the problem by removing individual hosts from CAS NLB manager, restarting Exchange transport server and then re-adding hosts again.

Don't have a smart host on the SMTP virtual server. The SMTP connectors are configured correctly. If you have an SMTP Connector that is called IMC or similar, then that is a throwback to Exchange 5.5. I would delete it and recreate it. While you do so, outbound email will simply queue. Simon.
