Responsibility for Raising the Participation Age (RPA) is shared by the Local Authority, learning providers and young people themselves. Within Norfolk County Council, responsibility for advising and reporting on RPA rests with the Participation Strategy Team.

This survey excluded the 35 LAs who have been involved in the first 3 phases of the locally-led delivery projects for RPA but included all other LAs in England with responsibility for education (117). A total of 92 LAs took part in the survey, a response rate of 79 per cent.
