You can refuse the delivery if you have selected Cash on Delivery (COD) and the item will be returned to the seller. If you have selected any other paying method you would have to get in touch with the seller to see if you can get a refund and return the item.

But then again if people dont sign for an item, or refuse, or pretend to be someone they are not, then it can be pointless. Also another point recorderd delivery has to be signed for within 7 days of date of being delivered or is returned, this often catches people out if they are on holiday.

You'd be much better off taking the parcel in and sending it back recorded delivery so you can ensure they get it and you get a refund. when you refuse delivery of something, it's down to royal mail to return it. As they get no payment for this, they don't rush to do this so it will take 30 to 45 days to get back.

AIUI, according to the Recorded Delivery Act (or some similar name) if a recorded delivery letter is refused, then the recipient is still deemed to have received it.
