There are instances where a mail host may go down and there fore the appliance registers host as down and message tracking will show 'queued for delivery' but no actual delivery attempts done and a customer may think the ESA is unable to deliver anymore and reboots the system to restore it and it works and has a concern on health of the system

That's what's happening here: The SMTP server says "Queued for delivery", meaning that it's received everything from the SMTP client (Chilkat) successfully, will deliver the email. If the email never actually gets delivered, then the problem is downstream of the Chilkat-->SMTP server handoff.
