As a punahou alum who lives in manoa, I can tell you the punahou track is one of the best spots. I go a few times a week and they usually open it to the public around 4pm. The only thing is the there are no lights, so you're basically out of luck once it gets dark. It also depends on their sports schedule. Sometimes teams will use it.

It's closed to the public from 4-6 during the track season at the very least. There used to be a sign physically at the track with more info but I bet it's gone by now.
