If she is holding it in on purpose then she is definately ready to be trained, just sounds like she may be a bit confused, we used to make my daughter sit on the potty whilst watching telly, she would sit there for an hour if we'd let her and eventually (because she was distracted) she would do a wee.

I told my daughter when she filled up her potty chart which was a month worth of stickers she'd get a toy. My friend's son wouldn't pee in the potty even for 6-8 hours. The doctor told her to not worry until it is 10 hours. He'd hold it until he got the diaper back on.
