Park Visiting Hours. Fort Williams Park is open year-round from sunrise to sunset and maintained by the citizens of Cape Elizabeth for all people to enjoy. Dogs are allowed in the park on a leash. There is no admission fee although donations are appreciated. From April 1-November 15 there is a fee for parking in premium spaces in the park.
