If two candidates come in, both have an 80 PCSM but one has 10 flight hours and the other has 150, you can immediately tell which one did better on the test - not that a huge amount of stock is solely put into PCSM. The max score without flight hours is 70, it sounds like you didn't do well on the TBAS.
