It probably depends on which city you are near. I am in Boston and the patent attorney market is pretty hot. Lots of firms (including smaller firms and IP boutiques) are matching or close to matching the top rate, or pay less than top rate but with a lower billable hour requirement (e.g., 1800-1900 hours).
