RATP desks are open at the same time as metro or RER. The last RER in the night leaves at around 00.30. So if your plane arrives at least 45 minutes before that, you can count on the RATP desk being open.. In any case, to go from Orly to Paris by RER and Orlyval, you cannot use a metro pass. You can nevertheless use buses, but I don't know if they leave that late.
