Aug 25, 2016 · Delivery is delayed to these recipients or groups, i had checked queue viewer in Exchange console it's shows like "451.4.4.0 primary target ip address responded with :"521 connection rejected" attempted fail over to alternate host" but that did not succeed . Either there are no alternate host or delivery failed to all alternate host .

I'm having an issue right now with a specific distribution list on our Exchange 2007 server. Sending e-mails to it causes exchange to bounce back after several hours with "Delivery is delayed to these recipients or distribution lists: ". No recipients receive the message and it's an internal distribution list.
