When you enable the Do not deliver before option to defer the delivery of a message, the message is deferred to the local Outbox, not to the server. Therefore, the message will not be delivered from the local .ost file unless Outlook is running when the message is scheduled to be delivered.

Apr 17, 2019 · Hi Melon Chen, I had already disabled the “Delay Delivery” button on the ribbon using control ID 15490. However, this will not stop the customer clicking the “Message Options” button, t hen clicking the “Do not deliver before” option anyway.

I'm not looking to delay emails by default, I'm just looking for a way to change the assumption Outlook has that I'm interested in delivering my emails as soon as people go home - I'd prefer to deliver them in the morning before they arrive.
