The 1st and 3rd option were checked (on) and the 2nd option (client) was unchecked (off). I changed the 2nd (client) to checked (on) and rebooted and it immediately fixed the problem. I can now see all network computers and network-attached storage. So, this suggests to me that the problem was caused by this option being unchecked.
