I was paid per hour with the hourly rate increasing the more reads I did per hour. Basically, an incentive to work hard and fast. Sometimes you couldn't complete a read (meter buried or aggressive dog etc) and that would be logged. You provide the reason when logging. If you log too many non-reads they'll want to know why.
