May 07, 2013 · When users send to a group (approx 18 people) only 8-13 of the people receive the message. The remaining recipient's mail gets stuck in the Local delivery queue. Eventually, the NDR is generated: This message was rejected due to the current administrative policy by the destination server. Please retry at a later time.

Aug 16, 2012 · Some investigating seemed to point to a problem with the user’s mailbox, and that we would need to rebuild the user’s mailbox. I exported all of the user’s mail to a PST file, deleted the mailbox, recreated the mailbox, and imported the PST file back in. The mail remained stuck in the Local Delivery Queue.

Jul 30, 2013 · luckily we were able to restore the exchange server and it worked fine until this morning. all of a sudden all inbound messages started getting stuck in the "local delivery" queue. all outbound mail seems to pass through without a problem.

Aug 25, 2009 · On Monday that problem user reported that he was not getting new mail but everyone else was. Seems odd but yes indeed there sat for local delivery were all of his messages. I did an export of his messages from Outlook to a pst. Deleted his mailbox. Purged the mailbox after editing the retention time. Created new mailbox. Mail was still stuck in queue.

Mar 07, 2017 · Normally when we are infromed of an instance of the issue it is when the email is delivered to the recipient after some delay (being stuck in the local Outbox) at which point O365 message tracking shows no delay in message delivery and the message is no longer "stuck".

Had a similar problem with Files stuck in the queue. In IIS manager, SMTP Virtual Server > Properties > Delievery > Outbound Connections. The option for Limit number of connections to was checked and the value was 0. So it was configured to never make any outbound connections, causing the emails to never leave the server.
