The Rate adjustment shall be on the basis of a Wholesale Power Cost Adjustment (WPCA), occasioned solely to recover the cost of wholesale power purchased for Jay County REMC’s members. The WPCA will be a direct pass-through of the costs to purchase wholesale power from power suppliers.
