Configuring active hours max range. With Windows 10, version 1703, administrators can specify the max active hours range users can set. This option gives you additional flexibility to leave some of the decision for active hours on the user's side, while making sure you allow enough time for updating.

The picture is synced with Exchange Online only one time every 24 hours. The My Site Host site collection must have available quota in order to store new pictures. “PhotoImport” must be allowed in the Exchange Online EwsAllowList in order for profile pictures to sync. For more information, see Control access to EWS in Exchange. More Information

In the right pane of the Group Policy snap-in, double-click Microsoft network server: Disconnect clients when logon hours expire. Click to select the Define this policy setting check box, click Enabled, and then click OK. So using this GPO we can enforce clients to disconnect if there are active sessions running when the logon hours expire.

An admin could use the Set-UserPhoto cmd to update the photo but it would take anywhere from 24-72 hours to update in SharePoint, if it even did it at all. I create this script to synchronize the pictures from our Active Directory on prem to SPO and EXO (this covers most of the services we use atm that pull the profile picture).
