Got into a small argument today about how to notate midnight on 24 hour time. I know the proper way should be 00:00 or 0000 but then we couldn't decide how you would say that. For example 0200 is "O" 2-hundred and 1300 is thirteen-hundred. But what is midnight? "O" zero-hundred? It's all I can think of but it sounds dumb.

Let's just call it "24-hour time" as many others use the same time format too. For example, fire departments, EMS, and police just for starters. I also believe most say midnight as "twenty four hundred hours" even though technically it was the next day. At least, that's what we said when I was a firefighter/EMT.
