Because the super users group is granted an owner use license when they request a license from the AD RMS, the Federated Delivery mailbox must be added to that group ( you can follow the same steps mentioned in Step 3 of my previous article). This will allow all RMS-protected content created by the AD RMS cluster to be decrypted.
