Definitely not. One item that received a 12 hour best offer had just been listed. I actually called eBay and gave them the item number. They looked it up, confirmed the best offer was for 12 hours, and then couldn't explain how it happened. The lady was very nice and offered that maybe new site improvements were inconsistently rolling out.
